1. Create or open document
2. Make a selection (selected layer can't be empty, otherwise the selection
will move, but no outline will be displayed)
3. Use the move tool to move the selection
The position and dimensions of the outline will be incorrect, and it will vary
with the mouse position at the time of clicking.
