Can confirm, that KWIN_EXPLICIT_SYNC doesn't change the behavior.
However, I noticed that it might be a bit driver-dependent. For my GPU (AMD
Kaveri), I can use two different KMS drivers: radeon or amdgpu
(mesa driver is in both cases radeonsi, ddx is xf86-video-ati or
xf86-video-amdgpu)
When I use amdgpu with vdpau, I see this exact behavior *every* time I open a
video with mpv and I see it a lot more often with other windows ("normal"
windows without any video output). With xvideo, it does happen, but not always.
When I use radeon I do see the problem, but only occasionally and most of the
time with video output (e.g. firefox or mpv, although with the latter I think
I've only seen it with xvideo).
