All of these programs use different scroll methods, which explains the
discrepancy.

Dolphin uses the KDE/Qt standard speed, which should be tweakable in the Input
Devices System Settings module.

Firefox has its own scroll speed which is controlled by a hidden setting in
about:config:  "mousewheel.min_line_scroll_amount"

LibreOffice likewise uses its own internal scroll speed setting and I don't
think you can change it. I think there are bugs about this on their own bug
tracker.

If Okular's speed is different, I think that may be worth a bug, asking it to
respect the systemwide default setting like Dolphin does.

Please file bugs against those other products.
