That's a really, really old version of Okular. I've been able to change
annotation colors in various newer versions of Okular for a long time. This is
almost certainly resolved in a newer version. If you can upgrade to Debian 9,
that has Okular from the KDE Applications 16.08.2 release, which is much newer,
and that should solve your problem
