AltGr is ignored by the keyboard shortcuts widget.

Reproducible: Always

Steps to Reproduce:
1. Open System Settings → Shortcuts → Custom Shortcuts
2. Right-click on list for New → Global Shortcut → Send Keyboard Input (for
example, or any other option that requires a keyboard shortcut, as opposed to
gestures or something else).
3. Focus on the Trigger tab
4. Click on the shortcut button
5. Attempt to use AltGr as a modifier key (e.g., AltGr+-)

Actual Results:  
Nothing. I get ignored as if I didn't exist.

Expected Results:  
I can use AltGr as modifier key, in the same way I can use Alt, Shift, Win,
etc.
