If actually reinstalling krita "fixes" the issue then I suspect that your drive
might be dying. Krita doesn't store any configuration in the install directory,
so you replace an old installation with a new one, and that fixes it, somehow
the files in the install directory have become corrupt. The harddrive might be
to blame, or a broken virus scanner that quarantines a file, or something else:
but it's not a bug in Krita.
