My laptop apparently turns off its in-built screen if I close the lid, and each
time I close the lid, effectively have a laptop without any screens at all
attached, and then open the lid back up again the panel at the bottom will
cover the bottom parts of a maximized window. When I open the screen lid again
it seems like the windows are shown slightly before the panel, and the panel
will overlap slighly in the bottom parts of the window.

At the same time the runner will also show itself offscreen.

Reproducible: Always

Steps to Reproduce:
In my configuration the I have a laptop that automatically shuts the power to
the in-built screen (or so it appears, I have disabled all power management)
1. Close lid
2. Open lid
3. Observe that the panel will overlap the bottom parts of the window and that
the runner is off screen.

Actual Results:  
Maximized windows, even new ones, will be covered by the panel. The runner is
shown off screen.

Expected Results:  
Maximized windows not expanding below the panel
Runner shown on screen
