I'm also affected on my Dell XPS 9550, suing the Intel modesetting driver. For
me it's just sufficient to have the slideshow wallpaper active, no other
plasmoid or panel setting needs to be active.

powerstat shows a very high GPU usage as well as a large number of IRQs.
Killing plasmashell of course stops the problem.

I believe this is quite more serious than a NORMAL bug. This seems to affect
all systems running the latest software and, for notebooks in particular, makes
Plasma with a slideshow background completely unusable due to the heat
generated and the drastically shorter battery life.
