Agreed. We would rather need a generic solution (like the keyboard shortcut
setting) that works for all applets, not saying that we should. For application
launchers it's indeed intended for branding purposes.
If you really want to change the icon, you can do the following:
1.) Copy the /usr/share/plasma/plasmoids/org.kde.plasma.windowlist folder to
~/.local/share/plasma/plasmoids
2.) Change the icon in
~/.local/share/plasma/plasmoids/org.kde.plasma.windowlist/contents/ui/main.qml
