I can confirm this here.
Apparently the "Open new tabs in the background" setting is exactly inverted if
you middle-click or Ctrl+click on a link.
I.e. if you *disable* the setting, the tabs do open in the background.
Right-click and choosing "Open in new tab" correctly respects the setting.
