Grabbed a live usb installer image for KDE neon:

Repartitioning and reformatting entire drive (NOTE: with full LVM disk
encryption)

Install fails at the end:

The 'grub-efi-amd64-signed' package failed to install into /target/. Without
the GRUB boot loader, the installed system will not boot.
