This issue exist in konsole, kate/kwrite, konquerer (when opening a text file), but not in kmail. To reproduce: run `echo Hello 世界` in konsole, or copy the output to kate. The issue exist in lots of distros with KDE desktop I've tested, e.g., Kubuntu 16.04 LTS, 17.04, neon and neon LTS, debian 8.7 (with KDE 4), Archlinux, and et al..
