This problem can also be seen when using kscreen to change the relative
position of windows:

1. Connect a new screen. KDE adds it to the right of the current screen. The
new screen comes up with none of the currently open windows and no panel.
2. Use the "Displays" configuration to change the order, moving the new screen
to the left of the current screen (actual world use case - my external monitor
is on the left side of my laptop, because on the right side there's a door).

Expected behavior: All the windows currently open on the laptop screen stay on
the laptop screen, the panel stays on the laptop screen and the new empty
screen is just re-positioned logically so that moving the mouse outside the
left border of the laptop screen will enter the new screen.

Actual behavior: the new screen gets logically ordered to the left side of the
laptop screen, the panel stays on the laptop screen, but all the open windows
move to the new screen leaving the laptop screen empty of windows.

While I understand the argument for considering this issue a wishlist, it does
reflect an unexpected and surprising behavior to the user - and is also a
different behavior than any other commonly used windowing system (e.g. GNOME,
MacOS and Windows).
