I can make it hide but then when I do just about anything, it comes back. Might as well not auto-hide. I have seen what I think is the artifact that you're talking about but the panel is ALL blurry AND never goes away... seems to be related to a crash of plasmashell maybe? "Whoever" owns the panel.
