I am quite sure the reason for that is the HTML parser.
However, I recommend to not change the behavior. The intended advantage is
likely destroyed by the HTML renderer (or results in ugly formatting). Maybe a
grouping by (a list of) tags could be good solution. Also this is probably a
feature only a very small group of people is interested in.
