The problem I was trying to describe is not that the target window is not
raised during the drag and drop operation, but that the source window is raised
as soon as we click on it. The source window should not be raised at any stage
of the drag and drop operation.
This behaviour is present also in Wayland.
(The problem you describe is indeed present in X11 and solved in Wayland).
