I have also been experiencing this issue on basically every version of Plasma
5.X in Kubuntu and the Neon. It seems that if ktp-text-ui is not running, the
first call from either the ktp-contactlist or the instant messaging plugin fail
to initialize the session. It just opens up an empty window.
The same happens if a contact writes something to me, without me having opened
a ktp-text-ui window -> i get a blank window.
