I'm sorry, but that really isn't a bug in Krita. It works fine on my test
helix... You're using the latest driver as far as I can see.
You could try to make a tablet log to see whether Krita is getting weird
coordinates from the tablet driver, for instance because of display scaling. It
could also be a problem with the wacom configuration or settings. The canvas
listens to tablet events from the wintab driver; the rest of the gui gets
synthetic mouse events from Windows, so it's not so strange that you see
different behaviour.
Also, you don't mention which version of Krita you're using?
