# Windows can't be dragged to certain sections of multiscreen setup (on the
"backside" of panel)

Since adding a third Monitor to my setup I noticed a bug.
When I put a vertical panel on the left edge of my center screen there are
problems when dragging windows onto the leftmost monitor by grabbing them by
the titlebar.
It seems like there is a rectengular region on the left screen that cannot be
entered with the window.
When moving the window with Alt+Leftclick there are no problems.

Here some observations I made regarding the bug:
- Also happens with certain 2-monitor setups.
- The buggy screen is always the one on the "backside" of a panel. Examples:
        - 2 Screens. Panel on the left edge of the right screen. Left screen is
the buggy one.
        - 2 Screens. Panel on the right edge of the left screen. Right screen
is the buggy one.
        - 2 Screens. Panel on the bottom edge of the top screen. Bottom screen
is the buggy one.
        - 3 Screens. Panels on the left and right edge of the center screen.
The left and right screens are buggy.
        - ...
- In chrome the bug appears when I activate "use system title bar and borders"
and then move the window by dragging it by the title bar. When I deactivate the
option I can move the window just fine by dragging the chrome titlebar.
- As seen in the video the "inaccessible rectangle" changes depending on where
exactly I grab the titlebar of the moved window.
- I could not reproduce the bug with KDE neon installed in VirtualBox.


System:
- OS: KDE neon 5.9
- Notebook: Dell Latitude E7440
- CPU: Intel Core i5-4310U
- Graphics: Intel HD Graphics 4400
