I also see this, simply transferring from one system to another.
Setting up a clean install on Fedora 25 when installing a new disk.
I exported everything Kontact (v 16.12, Plasma 5.9(.3?)) volunteered, then
imported on the new install.
All my accounts are recreated, all named
akonadi-<protocol>-resource-<id of some sort>
Extremely frustrating.
Also, mail filters have not been ex/imported at all.
No previous email appears to have arrived either, although there is a lot of
it.
