as I understand it "Contact your distro"  means to ask kubuntu ( askubuntu.com)
community for help. My experience with "Software centre - Discover" ubuntu gui
utility is quite negative, it seems to me it is alpha version with many, many
bugs. So as workaround it is better to use commandline apt-get , or Synaptic
Package Manager for now. so 
"~/.local/share/gnome-software" file is in standard ubuntu , so no use to
search it in kubuntu.
