my TV does not turn on on session start, like other screens can do, like other
devices can do to a TV
(this bug created with the purpose of separating out the different points in
the KDE experience where HDMI-CEC can be used to control a TV-as-monitor
external screen; https://bugs.kde.org/show_bug.cgi?id=510210)
