CMakeLists.txt specifies minimal Qt version 6.4 -

However, panelsettingspage.cpp uses setVerticalSizeConstraint, which was
introduced only in Qt 6.10

If changed to setSizeConstraint, Dolphin is built fine with Qt 6.9.2, so
probably it is the only problematic place.
Looks like either minimal version should be bumped, or this change reverted.
