Well, that's the real trick, isn't it? :) The challenge here is that plasma theming provides one way to customize your panel, while Panel Colorizer overrides it and provides another. If we wanted to integrate the core of its functionality into the basic panel, we'd end up with the same challenge: how to prevent two parallel methods of styling the system from stomping on one another and causing bugs. However I do understand that this is a bit of a technical perspective, and what you're asking for is "just give me a simple freaking color picker I can use to colorize my panel".
