AFAIK...
The : (colon) character is forbidden on Windows for both folders and files,
because Windows paths have colons in them, like C:\, D:\, etc.
The / (forward slash) character is forbidden on Linux for both folders and
files, because Linux paths have forward slashes in them, like /, /home/user,
etc.
So both OS need to know which characters are used only as path separators and
for that they don't allow them in the folder and file names.

I think this problem might be caused from a stupid Limitation of Samba server
not knowing (detecting) that is runs on Linux and those folders and files
names, that include colons in them are perfectly valid as Linux doesn't use
those characters for paths separators.
And I'm not sure that Dolphi with its KIO back-end, which I assume it's used
for network transfers too, can interogate Samaba server to see which characters
it forbids.

Until KDE developers check this problem, if I were you I would start
investigating if Samba server running on the destination Linux computer can be
configured to accept folders and files with names that are invalid on Windows,
like the colons.
This way you can also help KDE developers not waste more time, depending on
what you find and come back with.

If it happens to be an upstream Samba server limitation and there is not way to
remove it from configuration, try to open a bug report to the upstream Samba
project.
Debian's package manager says that this should be the upstream Samba project's
page:
