STEPS TO REPRODUCE
1. Create a /usr/share/plasma/plasma-welcome/intro-customization.desktop with
contents from
https://invent.kde.org/plasma/plasma-welcome/-/blob/9ab97e2759f47e42c8ff235281f2f3a9a7aa2126/README.md?plain=1#L42-61
2. open plasma-welcome
3. Click on the custom icon that was set in the desktop file
On KDE Linux
sudo systemd-sysext merge --mutable=ephemeral
sudo mkdir -p /usr/share/plasma/plasma-welcome/
...
OBSERVED RESULT
Nothing happens
EXPECTED RESULT
The URL that was specified in the desktop file
https://www.youtube.com/watch?v=dQw4w9WgXcQ is being opened in a browser along
with a tooltip on hover that previews the URL to be opened.

I know this worked while using Plasma 6.6 and this is also broken in 6.7.3
