DESCRIPTION
I'm on Fedora KDE 44, and after updating to NVIDIA driver 610.43.03 I've
noticed that now moving windows isn't always smooth and it doesn't always
follow the refresh rate, which is used to do before updating the driver, my
monitor is 144hz but many times now when I move a window it feels more like
60hz, and also some other animations like the minimizing and bringing up a
window sometimes don't follow the refresh rate of the monitor after updating to
that nvidia driver.
STEPS TO REPRODUCE
1. Use NVIDIA driver 610.43.03 and KWin 6.7.3

OBSERVED RESULT
Moving windows and some animations are sometimes not smooth anymore and don't
follow the refresh rate of the monitors
EXPECTED RESULT
The animations are smooth and follow the refresh rate of the monitor.
