This feature is not a part of Plasma; it's a common thing in many KDE apps, and
it provided by the KXMLGui frameworks.

In terms of the UI discoverability, it's visible in the "Help" menu of KDE apps
with menubars, and is expressed as "Find Action".

But you're right that it doesn't have an entry in System Settings > Shortcuts.
We'll need to add it to KStandardActions/KStandardShortcuts.
