DESCRIPTION
When installing Flatpak updates, the system doesn't need to restart afterwards.
In that case, the "Restart" and "Shut down" do nothing in the "After updates
complete:" section.

STEPS TO REPRODUCE
1. Wait for some Flatpak updates (and no system updates) to be available
2. Run Discover
3. Click Updates
4. Click Update All
5. Click on the drop down next to "After updates complete:"

OBSERVED RESULT
See list of options:
- Do nothing
- Restart
- Shut down
- Quit

EXPECTED RESULT
See list of options:
- Do nothing
- Quit

ADDITIONAL INFORMATION
If you do happen to select either the "Restart" or the "Shut down" options from
the drop down while in this situation with only Flatpak updates pending,
nothing happens after the updates complete (i.e. Discover acts as if "Do
nothing" is selected). "Do nothing" and "Quit" act as expected.
