Confirmed fixed in 6.7.3 — this was bug 521742.

Re-tested with the workaround completely removed (no KWIN_COMPOSE, HDR left
enabled), cable still on the NVIDIA card:

- kwin / plasma-workspace 6.7.3-1.1, nvidia-open-dkms 610.43.03,
  mesa 3:26.1.5, kernel 7.1.4
- supportInformation -> Compositing Type: OpenGL (desktop GL, no longer
  GLES2), OpenGL renderer string: NVIDIA GeForce RTX 4070 SUPER
- kscreen-doctor -o -> DP-4 enabled, 2560x1440@180Hz, HDR: enabled,
  VRR automatic
- This boot: 0 GL_INVALID_OPERATION and 0 GL_FRAMEBUFFER_INCOMPLETE_ATTACHMENT
  (was 48-64 per boot on 6.7.2)

Answering both of your questions:

1. Yes, 521742 was the actual cause. KWIN_COMPOSE=O2ES is no longer needed
   at all

2. No, HDR causes no problems in 6.7.3. It is enabled right now with zero GL
   errors — so the HDR/WCG part of my earlier workaround was a side effect of
   the broken context, not a cause
