In the meantime, I switched from HDMI to USB-C and had not noticed the issue
while using the USB-C connection.

I have now tested the monitor again over HDMI, including turning the screens
off and waking them, and I am currently unable to reproduce the problem. Both
displays wake correctly.

However, I am still using ddcutil/libddcutil 2.2.1, so this is not a
confirmation of the fix introduced in version 2.2.7. The issue may have been
resolved by another system update, or it may have been intermittent.

Current versions:
ddcutil-2.2.1-3.fc44.x86_64
libddcutil-2.2.1-3.fc44.x86_64
powerdevil-6.7.2-1.fc44.x86_64
kwin-6.7.2-1.fc44.x86_64
plasma-workspace-6.7.2-2.fc44.x86_64
kernel-core-7.0.14-201.fc44.x86_64
kernel-core-7.1.3-200.fc44.x86_64
kernel-core-7.1.3-201.fc44.x86_64
