At startup, during the display detection phase, ddcutil checks if monitor
communication is working. That's what the user's "ddcutil detect" output
reflects. That's what also happens when libddcutil starts.  Once detected,
libddcutil only finds out that the monitor's DDC/CI enabled setting has changed
if it has reason to recheck that DDC communication is working, e.g. if the
monitor is disconnected and disconnected.  The monitor has no way to inform
libddcutil of the change in its DDC/CI setting.  A recheck would occur if a
display connection event happens.
To confirm this analysis what happens if the DDC/CI is disabled in the OSD when
KDE Plasma starts?  What happens if you issue the command "systemctl --user
restart plasma-powerdevil"?
