DESCRIPTION
A few days ago I started experiencing the following problem: when i close the
lid of my laptop, external monitor also turns off and session locks even when
it shouldn't according to power management settings. It happens immediately
after system booted and password is entered - before entering it functions
normally.  If I close the lid at any time after session started - session locks
and all monitors turn off. When I am trying to click on mouse /keyboard, laptop
screen/mouse/keyboard turn on even when lid is closed waiting for password, but
external monitor is disabled until lid is opened.

STEPS TO REPRODUCE
1. Power on the laptop after shutting down 
2. Enter password for the 1st time
3. Close the lid

OBSERVED RESULT
External monitor turns off until lid is opened.

EXPECTED RESULT
External monitor as a main one should remain enabled.

ADDITIONAL INFORMATION
This bug appeared day or 2 ago, after I have started to use type-c instead of
hdmi. I have returned to hdmi but issue persists. As I remember I haven't
installed any significant updates within 3 last days. Maybe related to bug id
475632
