DESCRIPTION
The `blueman` package provides the `blueman-services` graphical configuration
tool that can share my laptop's Ethernet/WiFi to my old Android smartphone. I
don't like its GUI using GTK, and it adding a Bluetooth tray icon when KDE
already has one. Accordingly, I would like KDE to add this feature.

The use case is that I was traveling with a very old Xiaomi smartphone that has
messaging apps installed. It did not support Toronto Pearson Airport's WiFi
captive login, which is supported by most devices including my KDE laptop. I
saw https://askubuntu.com/q/124500/1004020 and had to slowly install and use
the GTK app. Please let KDE support this internet-sharing feature in a few
clicks, with the same convenience offered by GTK, Android, and Windows:

STEPS TO REPRODUCE
1. `kcmshell6 kcm_bluetooth`
2. Attempt to find a button to host a Network Access Point

OBSERVED RESULT
There is no option to host a Network Access Point, whether in the "Configure"
button in the toolbar, or after clicking on individual devices.

EXPECTED RESULT
KDE should provide Qt application to configure sharing my Ethernet/WiFi network
connection over Bluetooth to my smartphone. I slightly prefer a per Linux
system over a per mobile device option.

KDE can write its own service to establish a pan1 device seen in `ip a` or it
can integrate with blueman-mechanism.serivce. I prefer the blueman defaults of
dnsmasq DHCP, 10.70.34.1 IP, NetworkManager PAN, and NetworkManager DUN.
