I'm on Kubuntu 24.04 LTS (the KDE flavour of Ubuntu "Noble"), and 23.08.5 is the Dolphin version provided by the shared Ubuntu archive for that release — package 4:23.08.5-0ubuntu4 in noble/universe, which is the only candidate in the official repositories.
