Internal Screen: 1920x1080 on 14" (Dell Latitude E7440)
External Screen: 1920x1080 on 24" (connected via HDMI)
Operating System: KDE neon 5.8

I can confirm this issue.

on the internal screen the login screen (SDDM) is perfectly readable and
"normal" size as far as I can tell.
On the external screen however the whole login screen (font, login-button,
user-logo) is very tiny and almost unreadable.
