Hello! I believe I am facing a very similar issue, or at least the underlying
issue is causing this as well. 
When I resume my desktop (with 2 monitors) from sleep, at times, I hear the
device disconnect & connect sound back-to-back. If it was muted, it will unmute
and play the sound, which may be annoying in some cases. I believe it's related
to this beacuse the journalctl logs show that the monitor is disconnected and
connected for some reason when this happens, which lines up with the other
experiences described here.

As a side note, for some reason it seems like I'm viewing this issue with some
sort of admin permissions and I can seemingly change details about the report.
I don't know why this is happening.
