STEPS TO REPRODUCE
1. Starting from an empty chatbar, add a list
2. Change the formatting of this list item to be a heading
3. press enter to insert a new line
OBSERVED RESULT
list item with heading formatting appears; the list level for this can't be
changed
EXPECTED RESULT
list level can be changed
