This is getting into "personal preferences" territory and getting a bit spammy
for a _bug_ tracker.
How about you get in touch with the KDE VDG team (e.g. #kde-vdg on freenode or
Telegram channels, or maybe even better the section on KDE Forums) and
contribute to the design process for these UI elements directly? Since you've
shown a lot of interest in various aspects of this UI area, this is a much more
efficient delivery channel to us imlementers (e.g. the 5.9 tooltip redesign
work was done based on design mockups created by the VDG team).
