This probably doesn't happen often, maybe a file system error, or packaging
issue could cause this, but it seems that kwin doesn't lock the screen if the
kscreenlocker_greet binary is missing.

I was trying to intentionally get that "screen locker is broken" message
intentionally to see what it currently shows on a VT-less system, and noticed
this issue.

replacing the binary with /bin/false, and trying to lock it locks the screen
with the failed message as expected, but when the binary is missing, it
silently fails to lock the screen, leaving the user's session open.
