SUMMARY
The spinning arcs do not appear in the correct place.
STEPS TO REPRODUCE
1. Enable [System Settings⇾Window Management⇾Desktop Effects⇾Track Mouse].
2. Zoom in. (for example, with [Meta]+[+] or [Meta]+[Ctrl]+[Scroll with mouse])
OBSERVED RESULT
The spinning arcs that should appear around the mouse instead appear where the
mouse would be if the screen were not zoomed.
EXPECTED RESULT
The spinning arcs should appear around the mouse.

ADDITIONAL INFORMATION
I noticed this bug in pursuit of a way to zoom while both [knowing the mouse
position (preferably shown when the mouse is not above an image)] and [not
having the mouse blocking images or videos while observing them].
I attempted to use [System Settings⇾Accessibility⇾Zoom & Magnifier⇾Pointer
appearance: Hide] with [System Settings⇾Window Management⇾Desktop Effects⇾Track
Mouse].
