Description:  
In KDE Plasma 6, tooltips and preview popups (for example in Dolphin when
hovering over files) appear immediately without any delay.
It would be very helpful if users could configure a custom delay before
tooltips or previews are shown.

Rationale:

Immediate tooltips can be distracting, especially with large previews or when
moving the mouse across many files.

Other desktop environments use longer default delays or offer configurable
tooltip timing.

A delay would make the interface calmer and less intrusive without requiring
users to disable tooltips entirely.

This feature would improve usability and accessibility.

Proposed Implementation:

A global setting in System Settings → Behavior → Tooltips
→ “Tooltip delay (ms)”

Or a Dolphin-specific option under Settings → Behavior
→ “Show preview only after X ms”

Expected Benefits:  
More control over UI behavior, reduced distraction, and an overall smoother
user experience.
