--- Comment #13 from Zamundaaa <[email protected]> --- https://invent.kde.org/plasma/kwin/-/merge_requests/8282 made a bunch of dpms things more robust, and while I didn't think about it at the time, it does fix this too - when applying dpms changes fails, on the next event related to outputs (like switching VTs) it just tries again.
