SUMMARY
Kate has a feature that it can auto reload files that change live.
It also shows that if the file got deleted, that it can close or save it.
There are some config systems that delete and regenerate the config file.
The one used here was GSettings keyfile backend, but I just checked with Haruna
config and same applies.
Previously on a save like this Kate popped up the following message and
actions:
The file '' was modified on disk.

Since a recent upgrade (which also had Plasma 6.6), i get this message and
actions:
The file '' was deleted or moved on disk.

After I switch tabs and go back to the modified file, it switches to the first
message and allows auto reload, but not until then.
What I think changed here was some timing, it might have been that Kate was
slower to see the changes previously, that caused it to not notice that the
file was not just changed but got deleted and rewritten.

STEPS TO REPRODUCE
1. Open a config file managed by a system that deletes and rewrites it on
change
2. Make the managing system change the file
3. Instantly click on Kate

OBSERVED RESULT
Kate shows The file '' was deleted or moved on disk. popup/actions.

EXPECTED RESULT
Kate either shows The file '' was modified on disk. popup/actions the first
time, or auto changes it as soon as possible, without the need to change tabs.
