I would like to add an important detail: this issue does not occur in GNOME under the exact same conditions (Kernel 6.18). In GNOME, all refresh rates are available and selectable. This leads me to believe the issue might be specific to KWin/Plasma rather than a general amdgpu driver bug. Please excuse any mistakes in my report, as this is my first time submitting a bug to the KDE project. I am eager to help and ready to provide any additional logs, command outputs, or information needed to identify the cause of this regression.
