SUMMARY
STEPS TO REPRODUCE
1. Open a window on a desktop with an empty task manager (nothing pinned,
nothing open) set to show 2 rows with "Always when panel is thick enough"
2. New entry in task manager spans 2 rows instead of 1
3. Open a second window; entries on each row
4. Close a window; remaining single is constrained to 1 row ("correctly")
5. Close window and go back to 1 and it repeats

EXPECTED RESULT
I expect entries in task manager should always only span 1 row as before 6.6.
At the very least, it's weird that closing the second window to leave one
window appears different that opening the first... but spanning 1 row surely
preferable.
