SUMMARY
This is more likely an issue with mpv since there used to be a slight flicker
when using the mouse in plasma 6.5, but after updating to 6.6 HDR appears
permanently washed out and overbright in fullscreen while the mouse is on the
same display as the content, moving the mouse out fixes it even without
refocusing. This doesn't happen on a color-managed SDR display.

STEPS TO REPRODUCE
1. run mpv with target-colorspace-hint, vo=gpu-next, gpu-api=vulkan, and
gpu-context = waylandvk (should default to this on lastest version)
2. move mouse slightly
3. Observe washed out colors
4. move mouse to secondary monitor, colors appear normal
