Yet my window rule fixes the issue

It seems mpv delays a frame or 2 every time anything other than the video
becomes visible. Mouse cursor, the panel, mpv's own UI. So it is the panel
appearing that causes the frame delay. And with the panel set to auto-hide I
don't have the issue (it stays hidden the whole time).
