Go read a little the udev's hwdb note.

With your wrong assumption plus telling me that it takes into account I think
you are applying drm panel orientation for what the accelerometer says in the
incorrent orientation.

Accelerometer value normal is when the panel is in it's normal orientation not
device orientation.
