Make only a single call to upate tile textures

By changing the tile extension logic to collect its input data into a
buffer before passing it to OpenGL in one chunk, which is really the
proper way to do it. Using multiple tiny PBOs and up to 257 GL calls
causes huge stalls on Android when painting at the edge of the canvas.
